EXPLANATORY NOTE
The town planning substantiation of all-the-year-round recreation complex
at the slopes of mountains Elh-kaya, Pahkal-kaya and North Demerdji at the
grounds of Luchistoye village council is a logical sequel of all-the-year-round
recreation complex at mountain Chatyr-dag
and its slopes at the grounds of Izobilnoe village council (developed on the
basis of decision of the 3rd session 24 calling from 24.07.2002 #3/132 “About
the concept of all-the-year-round resort Alushta at Angarian pass and Chatyr-dag
mountain”).
The territory of complex is situated on the western, southern and south-eastern
slopes of Elh-kaya mountain (1011m), and on the south-western, western, northern
and north-eastern slopes of North Demerdji mountain (1359m).
The main plan frontages of this region are:
- from the north – the border of Alushta district.
- from the east - North Demerdji Yaila plateau.
- from the west – road Simferopol – Alushta – Angarian pass, the border of
Alushta district.
- from the south - branch of the road Simferopol – Alushta to Luchistoye
village.
Nowadays this territory is actively used by tourists in summertime. Horse and
foot trips are popular to Valley of Ghosts, Funa fortress etc.
In wintertime this territory is scarcely used.
Observations of many years show that blanket of snow on the slopes of North
Demerdji mountain (1359m) is there within 2-4 months that point to the possibility
of using its slopes for winter sanatorium complex. The lengths of ski lifts
and routes are possible from 300m to1500m
with difference of heights up to 350m at the North Demerdji mountain. The number
of ski lifts may be from 5 to 10 – 15 items depending on demand.
It is possible to rise to the North Demerdji mountain from the saddle (height
about 1000m) between Pahkal-kaya (1138m) and North Demerdji (1359m).
At present forest road from Angarian pass leads to the saddle and from the
south – a way from the road to Luchistoye (district of Funa fortress).
A few variants of North Demerdji slopes mastering are possible. In all variants
it is necessary to widen the forest road from Angarian pass and build a new
road with hard surface (5km).
If rope-ways of ski lifts start from the saddle, this road is necessary
to be cleaned from snow
from the height of 752m to 1000m for tourists to rise.
It is possible to get to the saddle’s district by rope-ways system from Angarian
pass to the peak of Elh-kaya and get from there to the saddle. In this case
ski tourists will mass in the district of Angarian pass. The first line of
the road from the pass to the western peak of Elh-kaya mountain can used by
mountain-skiers for skiing (difference of heights 220m, length is 1500-1800m).
The second line is transport to the saddle. But rocky ridge of Elh-kaya mountain
can be an obstacle for joining of rope-ways. That is why it is possible to
build a cable-way from the region of Angarian pass only to the western peak
of Elh-kaya mountain.
The most perspective variant is building of rope-way from the district of derelict
lavender fields’ flattening (2km from the road Simferopol-Alushta to Luchistoye
village) at the foot of peak with height 645m and Funa fortress (district of
garden plots).
In this district all the three fields meet. Conditionally – eastern #1, central
#2, western #3. The height above the sea is 500 – 525m.
It is observed that snow blanket covers these fields stretching on 1-1,5km
about two months in wintertime. However some drifts along the forest are preserved
for longer time. Along the fields a river flows and its debit allows building
a reservoir for gathering of water. In wintertime the temperatures on these
heights are below zero and that makes possible to use systems of artificial
snow adding.
Building of ski-lifts is possible in several variants.
The idea of designing the ski-lifts should be based on the condition that skiers
after rising from the 500m point to the peak of North Demerdji mountain (1359m)
should have an opportunity to slide down along ski-lifts with approaches to
the intermediate stations and to the “finish”(station #1).
The stations of ski lifts should be situated so beginning skiers could slide
between them and it means that they must be without steep sections and in the
same time they must have “sleeves” with steep sections. Taking this into account
and after completed analysis of relief the first line of ski lift from 500m
point will go through the central field towards the eastern slope of Elh-kaya
mountain to a glade (its height about 850-875m). The length of ski lift is
about 2300m and difference of heights is 350-375m. There is a field with length
about 1300km and width from 100 to 300m along a supposed ski lift and it turns
into a forest road. In 400m the road touches a slanting glade with length of
200m and then again 400m of forest road to the glade.
So the most (two thirds) of the road is on bare plots, it has flattening places,
variants of slopes and it is suitable for all groups of mountain-skiers. It
is necessary to make relief works to broaden the route after forest glade.
The ski-lift is possible from the glade (station 2, conditionally) to the eastern
peak of Elh-kaya to the narrow valley with height about 1000m. Length of the
ski-lift is about 500-600m and difference of heights is about 125-150m. This
ski-lift will enable to slide at the routes that lead to the central field
of station 1 (point 500m) as well as to make a ski route along existing forest
roads to the western field. It is observed that snow blanket is preserved for
the most continuous period during spring melting of snow there.
Thus we can get one more ski route with length about 3,5km and difference of
heights 500m that is suitable for experienced mountain skiers. If the ski-lift
is available from Angarian pass to the western peak of Elh-kaya mountain, skiers
will be able to reach the route that leads to the western field at the station
1.
There is a branch in the upper part of western field that leads to the village
of Lavanda. This field with length about 1,5km and width up to 300m has a southern
layout but there is a river nearby (system of artificial snow is possible)
and it is possible to live in the village.
As a result the first line of the ski-lift to the saddle and ski-lift branch
to Elh-kaya mountain enable to use for skiing three fields with length 1200-1500m
each and two fields meet at the station #1 (point 500m). On condition of bad
weather in the heights (more than 1000m above the sea) they will be necessary
because they have a large space for skiing.
The ski-lift (2nd line) is leading from the glade point 850-875m (station
2) to the saddle of mountains Pahkal-kaya and North Demerdji (approx. point
1025m).
The length of ski-lift is 1450m, difference of heights 175m.
At its upper part the ski route from the saddle (station 3) to station 2 can
go only by the road along the ridge situated between Elh-kaya and Pahkal-kaya
mountains. At the building stage it is necessary to broaden the road up to
12-15m. In 500-600m the route turns from the road in the direction of station
2 and go through short-sized derelict gardens with exit to a forest road. It
is necessary to make earth works to flatten steep plot in 100-150m before station
2.
As a result we will have the ski route with length of 3,5-4km and difference
of heights 500m that can be classified as:
- 100% - green
- 70% - green, 30% - blue
From the saddle’s district (point 1025m) ski-lift to North Demerdji
peak (1359m) will go at small angle down about 100m to the saddle and then
sharply up (approx. angle 30 degrees) in the direction of before-peak shelf
(point 1355m). Length of the ski-lift is about 1500m, difference of heights
is about 355 m.
Only experienced skiers will be able to slide along ski-lift. Classification
of the route: upper part is red, lower one is black. The lower part of the
route descent at the saddle can be used for mogul skiing.
The ski-lift goes by south-western slope. Snow blanket on the slope is formed
in shape of drifts. There are a few gorges and flattening places. There is
a natural descent with counter-slope at the lower part (zone of “visor”). It
is possible to build a ski-lift from there to the south peak of North Demerdji
(1356m). Length of the ski-lift is about 950-1000m, difference of heights is
about 260-280m. This ski-lift will enable to use whole south-western slope
except the descent to the saddle. From the end of “visor” to the saddle the
slope is ended by precipice that points to the compulsory maintenance of network
fences. It is possible to make a few ski routes on the slope. Classifications
of routes are red, black.
To join snow drifts it is necessary to set shields for snow-retention and use
snow tractors for moving snow to the routes.
From the southern part of North Demerdji mountain it is possible to mount a
ski-lift at the north-eastern slope where solid snow blanket is observed.
Length of the ski-lift is 400-450m, difference of heights about 80m. Classifications
of routes are red, black.
It is possible to mount a ski-lift from the gorge to the peak with height about
1345m eastwards to the south peak. From this peak north-western, north and
north-eastern slopes can be used for skiing.
There is a possibility of mounting of three ski-lifts from the northern peak
of North Demerdji (1359m) at the north-western, north and north-eastern slopes.
At the north-western slope the ski-lift must be 800-850m long, with difference
of heights about 120m. Classifications of routes are green, blue.
At the northern slope the ski-lift must be 1000m long, with difference of heights
about 130m. Classifications of routes are green, blue.
At the north-eastern slope the ski-lift must be 350-400m long, with difference
of heights about 80m. Classifications of routes are blue, red.
It is possible to mount a ski-lift going along the eastern slope to the peak
1270m from the lower station of ski-lift of northern slope. This peak is situated
at the border of Alushta district (plateau’s edge) but it is possible to slide
in north-eastern, northern, north-western direction to the forest and so on.
We do not regard this plot in our project because it is situated in Simferopol
district.
So it is possible to mount 5 ski-lifts at North Demerdji’s slopes, with
length about 3700m, area of slopes about 2 sq. km. length of routes about 10km.
Length of ski-lifts for “delivery” from the station 1 (500m) to the station
4 (1355m) will be 5250m and difference of heights will be 855m.
The cost of ski-lifts depends on their modification and manufacturers. It is
desirable to mount 2-, 3- and 4-chair ski-lifts on the plateau. Ski-lifts for
“delivery” from station 1 to stations 2,3, 4 can be chair ski-lifts as well
as gondola ones. Approximate cost of ski-lifts can be from 5 to 15 million
of US dollars.
At zone of lower station (500m) parking ground should be made.
Territory of recreation center or hotel can be placed at the top (645m) close
to the station 1. It is a stony dome grown with shrubs. There is a glade behind
the top. Approximate area of the recreation center (top and adjacent territory)
can be 3-5 hectares. Wonderfully beautiful slope of South Demerdji mountain
indicates to non-standard approach to future hotel, for example it can be designed
in the form of ancient castle-fortress (not far from this place there are ruins
of Funa fortress). The hotel can be connected by funicular with lower station.
The cost of this hotel complex can be named after completing of design works
and may vary from 5 to 10 million of US Dollars.
Allocation of this plot with area about 3-5 hectares for the possibility of
its development as an autonomous resort – recreation object does not contradict
with general concept of this territory’s development in realization of Great
Alushta general plan.
In mastering of this plot additional costs anticipate asphalt covering of road
from the side of Luchistoye village (approx.2km) supply of electricity power
lines (according to technical conditions of Krimenergo - Yalta TES), water
connection, sewerage pipes’ lead out, gas connection.
Building of comfortable hotel at an exotic place, against South Demerdji mountain
can be supplemented with such an exotic for CIS countries kind of sport as
golf field after proper expert examination.
It can be located on derelict fields between Luchistoye and Funa fortress (and
possible hotel). It can reach in terraces the road from Lavanda to Luchistoye
villages according to the nature of relief. Cost of this object is known only
to the specialists and can be evaluated after design works.
By nature of relief a golf field is also possible on North Demerdji plateau
but the possibility of its practical organization is known to the specialists
only.
Above-described system of ski-lifts and ski routes points to fullness of the
complex in wintertime. In summertime ski lifts to North Demerdji can work to
deliver people at the sight ground on its peak. Afterwards it is possible to
restore medieval church of Saint John the Baptizer with organization of pilgrims’
tours. It is possible to build a church at the very peak of North Demerdji.
There is one more possibility to make fuller load of ski lifts to North Demerdji
mountain. It is MAN cave situated on west spurs of the mountain. There are
several ways to get to it. First way goes from the saddle (station 3) by pass
along precipice by western slope (its length is about 1km.) But the pass is
quite dangerous and it is necessary to make a fence all along the way. Second
way is at the bottom of precipice, along the rocks and through the forest and
then steep rise to the cave. It is necessary to build a path there. Third way
is the most economically interesting because it involves the ski lift from
North Demerdji in the western direction. There is a 150m path from the station
to the cave and it is necessary to equip a small part of it only.
The cave begins with a gallery about 40m long. At the end of the gallery on
the left hand up there is a rock drawing telling about far past of the manhood.
There are passes forth to the lower (sport) part of the cave. It is a 30m well.
And upper part that needs to be equipped with traverse or with a bridge. The
cave does not possess such volumes as Marble cave but quite beautiful for its
arrangement and familiarization as an autonomous resort – recreation object.
Thus, future complex with proposed list of services will work all the year
round with peak load in winter and summertime.
It is possible to build a ski complex on north-western slopes of Elh-kaya
and Pahkal-kaya mountains on the territory of Simferopol district. But this
project provides complete chopping-down of ski routes. From possible routes
shown at the sketch “Ski complex Demerdji” two routes are possible at the first
stage with descents at restaurants “Gorny” and “Liverpool”.

should be taken according to the table 6.1*
Calculated capacity of perspective development of the territory at the plot
with area of 5 hectares with standard 140-160sq.m. for one place (50000:160=312
persons).
Maximal admissible calculated capacity with standard 140sq.m. for one place
(50000:140=357 persons).
Taking into consideration special town-forming conditions of this plot’s placement
in the surroundings of unique landscape, according to this town-planning substantiation,
scheme of general plan and planning organization of the territory its optimal
building is taken:
- at the top of the mountain many storied hotel in the form of castle-fortress.
- at the terraces of the mountain guest cottages in 2-3 levels.
This town planning substantiation provides for perspective development
of surrounding resort area, with placement at it parking ground, gondola road
station, road with hard covering, field for playing in golf.

Approximate cost of hotel complex with roads, power lines, cleaning systems
is about 9 million U.S. dollars (18000m2 x 500 USD = 9 000 000)
Thus, total cost of all-the-year-round complex with lifts and routes will be
14 – 20 million USD
(it should be defined more exactly at the stage of designing).
